(KTVI) - When is "An eye for an eye" appropriate? A judge in Utah ordered the hair of a 13-year-old cut on the spot in court. The teenager and a friend were accused of cutting the hair of a 3-year-old without the parent's permission.

The judge ordered the accused teens mom to cut her ponytail off right there in exchange for a reduced sentence. The mom did an now regrets it, saying she was intimidated in court.

Defense Attorney Chet Pleban visits with his opinion on if this tactic is right, fair and if "shame punishments" work.
