ST. LOUIS, MO (KTVI)- Terrifying moments Thursday morning in north St. Louis as bullets and gun smoke filled the air.

FOX 2 photojournalist Bobby Hughes was on the scene when the shots rang out as police investigated two murders near Labadie Avenue. No one was injured during that shooting but it was a close call for Bobby and police who were patrolling the crime scene.

St. Louis Police Chief Sam Dotson joined us live on FOX 2 News in the Morning to discuss it.

Dotson says the city and the courts need to take a more holistic approach to tackling gun violence in St. Louis.

"Too many times, almost two thirds of the time, individuals we arrest get probation. They go right back out on the street. They re-offend at sometimes a rate of sometimes 7 out of 10. We've got to be better than that. Not saying everybody needs to go to jail, but if there's no change in education, there's no change in jobs, no change in dealing with substance abuse issues, why do we expect a different outcome."

Dotson says no officers returned fire during yesterday's shooting.

According to the chief, the two murders police were investigating at the time appear to be unrelated.
