EAST ST. LOUIS, IL. (KTVI) - The You Paid For It Team Investigates a big mistake in the East S. Louis Red Light Camera Contract that keeping the city from getting any money off the tens of thousands of dollars in ticket fines residents are paying.

City officials allowed a mistake in the contract with a Tennessee company to slip through.
The company has collected as much as $60,000 so far in ticket fines but so far the City doesn't have a dime of that money.

Investigator Elliott Davis grills the East St. Louis City Manager whose office handled the contract negotiations. We pressed her on who’s to blame for this costly problems that costing the city a lot of revenue. It's especially significant in a city that sorely needs every dollar it can get.
