NEWARK, NJ. (CNN) – Three men have been charged in a beating that was captured on video in Newark, New Jersey.

The assault happened in august — but only caught the attention of law enforcement when the online video went viral.

John Klekamp has more on the disturbing footage.

We want to warn you the story contains images some people may find disturbing.

“Oooh”

The clip has the power to shock.

On Broad Street, young people winced at the images of a teenager stripped of his clothes and flogged with a belt – supposedly because his father owes someone 20-bucks.

“Tell him whose world this is.”

“That’s disrespectful”

“There’s no justification for a beating like that.”

The beating was posted on YouTube and a hip-hop website — racking up tens of thousands of views – and 100s of comments –

Mostly condemning the brutality on display.

A police source tip led us to this place in Newark’s central ward.

If you’ve seen the video – it should look familiar.

“From all appearances of our surroundings here – this space between two buildings at 393 Irvine Turner Blvd. In Newark, is where the video was shot.”

Darrin Sharif is the councilman who represents this area.

He’s seen the video too.

“It’s sickening. And it’s disgusting. That some individuals would film it – and you can hear the laughter in the background – so it’s some kind of perverted form of entertainment.”

Sharif hopes the bullies will be punished – and that the troubling video sparks an awakening in the community to address the issue of violence.

“we have to come together and say there are these fundamental that prevent us from becoming the great city that we’re destined to be but it’s got to be beyond just talk. We really have to roll up our sleeves and get to work.”

The three men in police custody were charged with aggravated assault, conspiracy, possession of a weapon, and robbery after they allegedly stole 20 bucks from the victim.

One of the suspects turned himself in Tuesday night, and the others were charged after being identified on the videotape.

All remain in custody.
