NEW ORLEANS, LA (FOX NEWS) - Shocking and disturbing video has been released from inside New Orleans' Parish Prison.  The amateur video, shot by another inmate, shows prisoners shooting, smoking, and snorting various drugs, openly drinking beer and shows one prisoner with a loaded gun.

All of this is done behind bars with seemingly no authority to put a stop to it. The video was show in open court Tuesday and released to the media by Judge Lance Africk. The recordings were aired during the second day of a federal hearing over a consent decree at the jail.

Officials say the controversial tape was hidden away from the public in a safe in the sheriff's office and that it only came to light when the city's legal team fought to uncover it.

It is unclear when the video was actually recorded.
