FAIRVIEW HEIGHTS, IL (KTVI) -A well known community volunteer from Fairview Heights died this morning when a car struck him on Route 159 as he rode his bicycle.

62-year old Phil Lubeck was named citizen of the year in 2011 by the Fairview Heights Chamber of Commerce.  He was a fixture on the town's Homecoming Committee and volunteered at Grace Church.

Friends say he did whatever anyone asked him to do.  "I feel like I've lost my right arm," said Fairview Heights Mayor Gail Mitchell after he ordered flags at city hall lowered to half staff.  "He was just a dedicated person who didn't want any money for it."

"Phil knew everybody in town," said Ruth Anne Shellito, his former co-worker at the Fairview Memorial Veterans of Foreign Wars Post 8677.

She said he rode his bicycle every day since he had never learned to drive a car.  He had retired on disability.

"He liked to ride around and talk to people. He was a people person; he liked being around people a whole lot," Shellito said.
