Refusal of responsible officials to admit the police department is terribly under-manned, & their lack of courage in not going after the $30 million a year kept by the powerful providers of sports and musical entertainment (ticket tax revenue), condemns St. Louis to this-in perpetuation. Meaning, without stopping.
