ST. LOUIS, MO (KTVI) - A sweet new law is headed to Illinois.  Governor Pat Quinn will be in Troy Tuesday to sign the "Cupcake Law."  The law was designed after the Madison County Health Department shut down 12-year-old Chloe Sterling's home-baked cupcake operation that sold to the public without using a certified kitchen.  The new bill bans health departments from regulating home cooking operations that make less than $1,000 a month.

Governor Quinn will sign the bill at Chloe's house.
