According to the U.S. Attorney’s office, Lt. Parrish Swanson and Officer Raymond Stephens agreed to help a suspected drug deal rip off a drug courier in exchange for money.

Authorities say on March 20, 2014, Stephens robbed the courier of four ounces of suspected heroin while he was on duty.  The later met with the suspect drug deals and gave him heroin in exchange for $900.  Stephens gave Swanson $200.
