Poor surveillance video makes identifying St. Louis City Hall bomb scare suspect difficult

ST. LOUIS, MO (KTVI) - We may never know who planted three suspicious objects that caused the bomb-scare at Saint Louis City Hall.

Last month two mysterious tanks and a backpack were found just outside the doors.  City Hall was evacuated while bomb techs detonated the bag.

The Post-Dispatch reports surveillance video is so bad, it's impossible to identify the culprit.

The Mayor's office says they're looking into upgrading those cameras with money from a proposed bond issue.
