SCOTT AIR FORCE BASE (KTVI) - There is a new leader running the top command at Scott Air Force Base. He is four-star General Darren McDew the first African-American to hold the job. U.S. Defense Secretary Ashton Carter praised the Air Force veteran's "remarkable leadership."

Both men must deal with an uncertain military budget and growing cyber and security threats. US defense secretary Carter said Wednesday "when we are forced to make irresponsible cuts it is readiness that suffers first. When we are forced to budget one year at a time, it is investment in the future and modernization that gets sacrificed. "The new Transcom commander General McDew promised he would scrutinize every area of the command. Transcom handles logistics for all branches of the military. Communication is critical and more funding may be requested to protect cyber security. However Gen. McDew said he could work with a smaller budget if he knew what it would be for several years and could plan ahead. He and Carter warned the audience at Scott Air Force Base aging military transport equipment including tankers and Navy ships need to be replaced.
