Rubbernecking while driving can get you fined

SPRINGFIELD, ILL-  It is illegal to use your cell phone while driving in the state of Illinois,  but now lawmakers want to ramp up penalties for drivers trying to get video of an accident scene.

Illinois lawmakers are taking aim at rubberneckers who have cell phones in their hands while driving. If caught drivers will be fined $500.

The House passed the measure but the bill still needs approval from the Senate.
