MARYLAND HEIGHTS, MO. (KTVI)  - On March 4, the U.S. Department of Justice released a report and cleared Ferguson Police Officer Darren Wilson of Civil Rights violations in the fatal shooting of Michael Brown. But the report found many Constitutional violations, such as evidence of racial bias in policing. The report also stated the city and the court system of Ferguson was more focused on collective revenue than preserving public safety.

The DOJ report lists 26 recommendations for Ferguson. St. Louis defense attorney Chet Pleban talks about the DOJ's decision not to charge Officer Wilson and the 26 recommendations.
