ST. LOUIS, MO (KTVI)- Is cell phone video causing change in law enforcement behavior?

FBI Director James Comey  says police tell him they fear cellphone video everywhere they go and that may be  causing  a change in  law enforcement behavior. Are they holding back for fear of becoming the latest viral video?

FBI Director believes this theory, the 'Ferguson Effect', is contributing to the up-tick in violent crimes in America.
