ST. LOUIS, MO (KTVI)-- Charges and counter charges were flying at St. Louis City Hall.

Aldermanic President Lewis Reed, who is challenging incumbent Mayor Francis Slay for mayor, released documents Thursday he says show a practice of "pay to play."

Slay's top staffers fiercely deny there is any effort to demand campaign contributions in return for city business.

The Slay administration does agree a campaign donation request from the city's top engineer via a city email account was wrong.  But since he is appointed by the mayor it is not illegal.
