ST. LOUIS, MO (KTVI) - A lawsuit is trying to curb the carriages in downtown.

The St. Louis Animal Rights Team has filed a suit against the Metropolitan Taxicab Commission.  They want to restrict the use of horse-drawn carriages, which they believe falls under the "vehicle for hire" code overseen by the commission.

The suit comes after the city health director proposed a ban when she saw a horse breathing hard after a ride.
