ST. LOUIS (KTVI) – The debate over horse drawn carriages in St. Louis is heading to court.

The St. Louis Metropolitan Taxicab Commission has told Brookdale Farms it must stop offering horse and carriage rides in St. Louis city and county. The commission claims Brookdsale uses unlicensed drivers and operates when it’s too hot for horses.

Brookdale's owner said he's filed suit against the MTC, arguing the law is unclear over whether the agency even has the authority to regulate horse drawn carriages.

In the meantime, Brookdale Farms said it will continue offering horse drawn carriage rides.
