EAST ST. LOUIS, IL (KTVI) – The East St. Louis City Council meets Thursday for the first time since a public dispute between Mayor Emeka-Jackson Hicks and new City Manager former Mayor Alvin Parks.

The Mayor claims Parks failed to consult her and others before cutting police and firefighter jobs. Parks claims he consulted with city council members.
