TERREBONNE PARISH, LA (WGNO) – The Terrebonne Parish Council voted to outlaw saggy pants.

Anyone caught wearing their pants hanging below the waist is subject to a fine.

The council voted Wednesday night eight to one, passing the controversial “saggy pants” ordinance.

Debate leading up to the vote was split.

Those against saggy pants say the fashion trend is freedom of expression and the ordinance is unconstitutional..

Those for banning saggy pant say this new law sends a guiding message to young people, saggy pants is bad behavior.

First time offenders will be fined fifty dollars. A second offense one hundred dollars and a third, one hundred and fifty dollars.

The penalty for a fourth offense will be up to a judge to decide.
