ST. LOUIS – Aldermen are working on changes to the police ‘civilian oversight board’ and the board that oversees detention facilities.
The bill would require board members to get training. It would also let those boards hire independent legal counsel when necessary.
Board members complained they have not been given access to the city jail to investigate complaints from detainees.
