Oklahoma man charged in shooting death of pregnant third-grade teacher in St. Louis

ST. LOUIS, MO (KTVI)- An Oklahoma man has been charged in the shooting death of a pregnant third-grade teacher in St. Louis. Phillip J. Cutler, 35, is the childhood friend of Jocelyn Peters' boyfriend. He was charged with first-degree murder and two counts of armed criminal action.

Peters, 30, was found shot to death in late March at her home in the 4200 block of West Pine. She was seven months pregnant at the time.

Police say her boyfriend discovered her unconscious lying in bed. There were no signs of forced entry into her apartment and police did not find a gun at the scene.

Prosecutors say Cutler had use of the boyfriend's car and keys to Peters' apartment while the boyfriend was out of town around the time of her death. Cell phone records and surveillance video show he was in the area of her apartment when she was murdered.

Cutler is now in custody in Oklahoma without bond.

Peters' boyfriend was also questioned by police after the fatal shooting. No charges have been filed against him. The Circuit Attorney says the investigation is ongoing.

Peters had been employed by St. Louis Public Schools since 2011. Her family says her boyfriend was Cornelius Green, the principal at Carr Lane Visual and Performing Arts Middle School.
