HENRICO COUNTY, VA - A man has been arrested after being accused of taking pictures up women's skirts at a Walmart. A picture of the suspect was given to WTVR-TV. High School teachers aide John Wiggins has been arrested after being confronted by a victim's husband.

So how did it happen? The woman who gave the photo to the TV station says Wiggins dropped a box of pasta on the floor as a distraction. It was an excuse for him to reach down to get closer to the floor and into the perfect spot to snap a pic.

She says after it happened to her, her husband followed Wiggins in the store. He was then able to capture a picture of another woman apparently being victimized.

Wiggins family his daughter emailed WTVR-TV saying, "My dad is obviously struggling with mental illness. My family and I are being effected greatly by this situation."
