East St. Louis school admins take home large salaries while district slips

EAST ST. LOUIS, IL (KTVI) - Our You Paid For It investigation exposed a lot of high, six-figure salaries for administrators at East St Louis School District 189, even as the students were failing.

A recent statewide test shows that only three percent of the school district students met state performance standards as compared to 29 percent statewide. Yet taxpayers are paying Superintendent Arthur Culver $225,000 a year. He's been running the school district for five years, with poor results.

Culver has a lot of expensive helpers. Nearly 20 of his top administrators make between $90,000 and $156,000 a year.

All this comes as the districts heads downhill.

Teachers have told Fox 2 of all the disciplinary trouble in the classroom. And nearly a hundred fed-up Fairview Heights parents and taxpayers met to try to do something about it. The East St. Louis School District takes up parts of Fairview Heights, Caseyville, and Bellevile.

The Fairview Heights parents are trying to detach from the East St. Louis School District and latch onto one in Fairview Heights. It's going to be a long, costly fight, but people there says it's well worth it. They cite the years of mismanagement and high-paid officials who deliver poor results as the reason they want to detach from District of 189.

Superintendent Arthur Culver ran from reporter Elliott Davis when we tried to question him. His office had agreed to an interview at first but then did an about-face and cancelled at the last minute.
