CAHOKIA, IL (KTVI) – The You Paid For It team catches up with the Cahokia Village Clerk Rich Duncan whose special deal for his wife has residents riled up.

He got the Village Board to cut his $15,000 salary in half to make way for the village to hire his wife as his assistant. But that deal my run contrary to the Illinois Constitution.

We called the Attorney General’s Office about this deal. They sent us back a section of the state constitution that said the salary of officials cannot be raised or lowered during their term of office. That’s exactly what happened in Cahokia.

The clerk referred me to the village lawyer for answers. I sent him a request under Freedom of Information back in July. I still haven’t heard back from him.

Duncan’s wife Debbie gets $32,000 a year to work as her husband’s assistant.
