ST. CHARLES, MO (KTVI) - The  St. Charles County Parks apparently had money for the little extra's.  The county decided to put down concrete pads in the park to put telescopes on. There were 10 pads in all that cost taxpayers $465,000. 
Before that folks just sat their telescopes in the grass to watch the stars. There's electricity running to the pads, a parking lot and restrooms. 
Reporter Elliott Davis talked to the head of the St. Charles County Parks and Recreation Department about this deal. She of course defends it telling us why she thinks it's a great deal for taxpayers.
